High Street Residential (HSR), the residential subsidiary of Trammell Crow Company, and JV partner SCOA Real Estate Partners (SREP), have broken ground on The Terrace, a four-story, 300-unit multifamily project in Frederick, Maryland. The project is expected to be delivered by December 2027.

Located at 10 West College Terrace, The Terrace sits on 8.25 acres and is within walking distance to both historic downtown Frederick and Baker Park. The development will feature a mix of one-, two-, and three-bedroom units ranging in size from 725 square feet to 1,474 sq. ft. Each unit will include nine-foot ceilings, stainless steel appliances, quartz countertops, LVT flooring, and kitchen islands. Select units will also include built-in desks and mud rooms. Communal amenities will include a sky lounge with indoor/outdoor space and views of the Catoctin Mountains, a resort-style swimming pool with a grilling area, a game area, EV charging stations, and a large dog park. Rentable storage units, tuck-under parking spaces, and free-standing garage spaces will also be offered.

“The Terrace represents a rare opportunity to transform an underutilized commercial property into an elevated residential experience that is walkable to Frederick’s most celebrated amenities in historic downtown and Baker Park,” said Rich McPhillips, a principal with HSR in Washington, D.C. “We are excited to venture with SREP and collectively believe moving forward with our project in these uncertain times will generate significant long-term value for the Frederick community and our partnership.”

Dwell Design Studio is the architect of record for the project. Morgan-Keller Construction is serving as the general contractor.

“We are especially appreciative of our alliance with HSR in developing The Terrace,” said Joe Zagranski, President and CEO at SREP. “Our shared values drive us to design and create a community that our future residents will be pleased to call home and where all stakeholders, including the surrounding neighborhood, will feel a sense of pride.”
